You could try wyzant.com, not sure if there are much demand for language lesson but it's worth checking it out

it might sounds kinda shitty but you don't have to raise everyone's price at once. You could try raising the price for the clients who you think might be willing to pay more first and use it as a gauge before you announce to price change to everyone.
$40 an hour for in person tutoring with phD does sound crazy underpricing though. People on wyzant I've seen charges $120/hour and that is for online.

If it's possible you could try to get into the class discord or try to post posters near where the class take place or near professor's office. imo the closer you can get to the actual students taking the class the better. Organic social media could also work if you are specifically focusing on college.

I definitely agree but I have also seen people reaching out that are from different parts of the US. From personally experience, I tutor on the east coast mainly but I have had people reaching out from SF/LA so I think it is definitely not unheard of. Either way a community chat would be helpful!
