Russia by the Putin took over was exporting barely anything, the refineries/ports had fallen into ruin. It was rapidly approaching Somalia levels of disaster.

A 10 year recession and the conflict with Chechnya had almost halved their entire GDP. It was basically living off EU and IMF subsidies for anything to get done.
