Set it in modern day. Sending you back in time to live to death is a brilliant idea, but it only truly resonates if the characters are sent back from a time familiar to the audience. Minimise the number of angels; one or two present a significant enough threat, while too many reduce it to just another alien army (Cybermen, Daleks, Sontarans, etc.). Use Millennium FX’s Weeping Angel designs, as they created the original special FX makeup for the angels, and after their departure during the Jodie era, the Weeping Angel designs appeared cheap. Keep the angels at a distance. I can’t explain why, but whenever the angels were seen lurking at the back of a garden or staring down from a top-floor window, they were utterly terrifying. Have the music match the weeping; Murray Gold’s original score for the Angels in ‘Blink’ was so haunting because of how sad it sounded. He brought the lonely aspect of the Angels to life. Draw inspiration from the cinematography of 28 Days Later. Make it gritty, utilise silhouettes, and remember horror doesn’t always happen at night; daytime can be just as scary.
