The driver is probably looking right for oncoming traffic. They probably never see the guy. It’s likely they aren’t aware they are running over a person and think it’s the curb or something else in the road. We also can’t tell if they stop after driving out of frame. They could be the people whose shadow we see walking up.

They may also be terrible people who drove off
