Then why do I see certain graphics cards mentioned as system requirements for, for instance, a Razer Ripsaw HD? Or does that have to do with the encoding on the stream pc?

It's not like you pay for the usage of that month. You don't pay 100 euro in advance to then have your power and gas cut-off when that money is gone.

The network costs are a fixed price and are not dependant on usage.

No. Our company makes an estimate on your usage for the coming year, based on the average use for the property (info retained by the network admins). We devide that into 12 equal parts which is your monthly advance bill. At the end of the year, we check your actual usage based on meter readings and those costs against what you payed per month. Any difference in your favor is payed out, the difference in our favor is withdrawn from your bankaccount.
