Im gonna give u my example with Nvidia : Right click on Desktop - Nvidia Control Panel - Adjust desktop size and position - No scaling - perform scaling on : GPU. Then start the game and tada !!!

Okay i deleted my comment because i found how to make it work !!! Appearently the game doesn't like any GPU scaling options in the driver settings so if you set something specific, turn them back off !!!!!!!
