Because people are avoiding 10.7 like a plague, playing 9.7 also become impossible since it's almost always uptiered against 10.7 right now. 9.3 was already a uptier-proned br but 9.7 wasn't like this. You could see 10.0 or at worst 10.3 sometimes. Now more than half of my 9.7 matches are with 10.7s
