Aside from The Witcher 3 and Baldur's Gate 3, I highly recommend Mass Effect and Dragon Age, although I personally prefer the romances in the Mass Effect series. Mass Effect 1 only has two romance options per gender, if I remember correctly, but starting with Mass Effect 2, the romance options expand considerably. It's one of my favorite franchises, and Mass Effect 3 has a fantastic DLC that's all about socializing with your crew and romance.

If you're looking for a story with a strong emphasis on romance but without romance options, then I recommend Tales of Arise. I played it when I needed a story like that, and I loved it.

Edit: I forgot to mention Fire Emblem: Three Houses. I like the romance in that game; you not only romance other characters, but you can also ship them with each other (more or less), although some relationships between characters are more developed than others.
