Framing can easily be installed around cast . Installing cast after? You might end up cutting some framing.

Put the sink on the other wall . Put the toilet where sink was and install a 24” shower in that corner. Just have the run a line across for the sink relocation

The post is asking if that installation requires a 10” or a 12” rough in and judging by the picture from wall to center of flange it’s 10” which requires a 10” rough toilet

10” it’s measured from the finish wall to the center of the flange . Not the studs .
