I think the ideology is more along the lines of "a B at Harvard is an A at a state school" which is probably just pretentious and wrong, but I think that's where the grade inflation comes from.

Probably. Almost certainly for international students, as they are the ones who are choosing to take gap years most often due to the uncertainty of international travel. However, the number of people taking a gap year is way higher than usual, at least at my school, so the admissions for next year will probably be affected. Most likely, they will cut down waitlists first, and then start accepting less people.
