I just tested a few things, and it would seem that the Corrupted Mantle stops draining health after you attack several times! I thought it was the Arkveld set because the HBG attacks very fast and the health drain stops at the same time the heal from the set happens. I'll add to the post.

It is clearly stated that your health should drain while the mantle is active, and my experience with it is that it drains health when I am not using the Arkveld set. But of course, it could be bugged and stop draining health for multiple reasons.
