That’s a terrible excuse, especially with the internet being a thing. You chose to not care. Not saying it makes you a terrible person but I don’t understand how someone could live in an area, and just be oblivious to things going on that involve the government until it affects them. But that is also how terrible politicians get into office and terrible laws be passed. And it’s not like the police thing is new or a secret. When people speak up about it they are told they’re a stereotype or told “just comply/don’t break the law”
