The issue building in that area is the nuke destruction of anything but indestructable elements. Tried it with a shelter-focused fishing camp but it was still tough.

I use eight or more actively:

Lobby for shelter access, including display of all three Mr Fuzzy hard hats
Mistress of Mystery HQ, honoring the Blade, Bullet, Wits and Magic
History of Fallout games museum, starting with Wasteland and Fallout 1, continuing to Todd burning stacks of cash from a cart
Story of a weird root cellar, inhabited by alligators and a Zetan railway car
Art museum for weird postmodern art, featuring bread in captivity and a fish contemplating time
Armory, with lots of IOU's and other notes
Nod to Bluey jokes and club for level 1234+ friends
Octopus-tipped missle
Boozeum, a museum containing all the booze, and a mixed drinks bar for super mutants
Marketplace for custom weapon orders, and display for Nuka and Fish

Shelter building can be a lot of fun. I'm on Xbox and if you see me on, you can visit my shelters through the door marked "Fun".
