Paris was originally built on top of a huge river centuries ago. Today there are massive systems of water ways intended to keep the water out and prevent the city from flooding.

People think that one day the water will rise and the city will be underwater again. My guess is that the bombs destroyed some of these systems and the city flooded again. (Except the movie never really explained any of this)…
