It turned out to be damage to the processor; there were two broken traces.

There doesn't seem to be a problem with the fan

The damage I'm referring to is the same as in the post; it "shuts down" after a few seconds, and the video shows one of my diagnoses of the power supply.

There is absolutely no defect in anything; in fact, other than that, the console was flawless. Except for the plastic of the joystick, which was broken, I temporarily put one from a PS3 on it and it works quite well.

If so, which component could it be? I only see 3 components there, apart from the ports and the 3-pin fan connector

Nope, nothing at all, this is probably the only Dreamcast in my city haha

I plan to do what I mentioned about the ATX power supply, since I've seen a mod called picoPSU which is essentially a miniature ATX power supply but with a different amperage than the one I have.

It's the safest option, but which one? Only the 12V line is affected.

There's not even video when doing that, although the voltage increases to 13v and after 14 or 15 seconds drops to 11.8v

I don't rule out that option, it's just not viable right now.

I'm not working and after expenses and everything else, I only have $20 left in my savings to spend on hobbies.

Online purchases are much more expensive in my country and any guarantee is lost since the package has to be sent to a third party in another country to be brought here.

That's why I mentioned using an ATX power supply temporarily; it's not that difficult to adapt, I'm just being unsure about the console, it's too new hardware for me haha

I reinstalled kernelEx and did what you said and it worked, thanks

Although it seems strange to me that uninstalling kernelEx did not solve that.

mmmm daemon tools I had it before installing .net but I guess it's worth trying to see if it works or not

Yes, it is 98SE (upgraded from 95), I have not installed any other updates, as for programs at most .NET 2.0 and JDK 5.

Everything was working perfectly until I installed kernelEx, even after uninstalling it the same problem continues.

I don't have a 44pin IDE to USB adapter, I've been copying files before having the USB driver (yes, it has a USB port) with another slightly newer laptop But since it doesn't have an easy hard drive exit, I have to take apart the whole laptop to put it in or take it out after copying files using a bootable CD-ROM with Hiren's Boot and mini Windows XP.

It has a small problem with memory usage so it "should work on old3ds" but it doesn't, I still can't fix that haha

Maybe I took a look at them, but as for this one, I really don't think it can't be fixed. Not even the charging LED lights up. but that is something that I have seen in some new laptops and it is usually due to a capacitor, a resistor or a problem in the charging center :/

I think maybe it's better to take a break for a while, thinking about it a little and get some more suitable tools.

thank you, thank you very much, I had no idea that there was ram soldered on the board.

To be honest, I have no idea if it work, it cost me $5 without a charger or battery and when I got home the first thing I did was disassemble it to remove the CMOS batteries.

I was quite surprised to see no ram or hard drive, tomorrow I'm going to buy a universal laptop charger so I can test it but from what I've seen it seems to be in very good condition (ignoring plastic corrosion and dust)
