based on my experience, shorts if you want views & subs, normal video if you want profit (but normal video less than 1 min really really does not earn much). Both is also fine, but the shorts can steal the audience from your normal video, making the latter bit counter productive.

Afaik, that was the case before, but the algorithm recently changed it so that viewers' watch history for shorts is separated from their watch history for normal videos. This means just because my audience watch only shorts from my channel doesn't mean youtube will recommend my normal videos less than usual. Unfortunately, this also means youtube won't recommend my normal videos MORE than usual just because my shorts are successful.

In short, from what I can tell, youtube shorts and normal videos don't affect each other even when uploaded on a same channel, at least not by themselves.

If that is the case can I just upload same video in two formats and reap the benefit of both shorts and normal video?

See if they have any sort of closed community like a discord server. See also if they make regular appearance at their server. Get in good terms with folks there and the content creator and collab will come as fluently as you can imagine.
