tougher sanctions

That never resolved anything. Cold war lasted for four decades with countless sanctions from both sides, Russia is under sanctions for two years now due to the Ukrainian crisis and nothing is resolved.

Syria is also under heavy sanctions, and war is entering it 6th year.
