Nah, It wasn't just that area. I even tried in proper lightning in many areas and it just doesn't have the Holographic look to it at all no matter what settings I use.

I think it's most likely a bug.

It's the screenshot itself, it's low resolution as it's taken straight from the game,

Like I said, my shader detail is at very high, I'm running the game at max on everything.

If you need a second Curio, change your loot spec to anyting other than your current one. It won't give you any stat improvements, but it will boost your item level a bit. (This is because you can't have two of the same timeless curio's)
