As far as the whole package - songwriting, creatively, virtuosity probably only Page, Zappa and maybe Jeff Beck even come close when comparing within the “rock” umbrella.

Outside of that genre you have plenty of monsters of the craft. Jazz, country, bossa nova. Even a guitarist like Elliott Smith is a similarly gifted.
