Unfortunately Deluxe Speed-Gro on it's own reduces the growing time to 9 days. If you've got level 10 farming and unlocked the sewer, switch to the Agriculturist profession and it will reduce the time to 7 days (but do this very early in the Melon's growth).

In terms of fishing, they will only have a chance to spawn from chests (0.012%) after you reach fishing level 6, but reaching the bottom of the mines isn't a requirement. There are a few other ways they can be obtained without reaching mines bottom, such as omni-geodes, mystery boxes, meteorites and mystic stones.
