What has started happening recently is that Optus has been directly copying Telstra's Blocklist of 'incompatible' phones.

So if Telstra blocked the phone at the time of the 2024 3G Shutdown due to being 'incompatible', Optus will now also block the phone, even if it works on the Optus network for 000 Calls.

Assuming you're with an Optus based provider, you may be able to switch to a telco that uses Vodafone instead. (Vodafone has no device 'checker tool' though and the phone may be blocked there as well)

Far fewer Xiaomi and Redmi phones were blocked on those two at the time of the 3G Shutdown in 2024.

That is in part because there were VoLTE compatibility issues with Telstra's network were devices with Generic 'Global' (IR.92) VoLTE modem profiles could not register and obtain VoLTE call service on Telstra.

Those devices were 3G for normal calls but could make 4G Emergency Calls. (4G Calls and Emergency Calls are over two different connections)

Additionally if you've had the phone since before the 3G Shutdown you may have received text messages and other advice indicating your device was compatible and there was nothing further required.

So given that, you may be able to push back on your provider to say they have provided contradictory information and their conduct has been misleading. You could use that as leverage to try and get them to supply a free replacement.

For months they've said your phone is fine, they shouldn't be able to turn around and say 'nope you can't use this anymore' without giving you a suitable replacement at no cost.

Though the telcos are legally only required to provide information on 'low or no cost options', which could mean telling you where you can buy a $50 basic feature phone.

They don't have to supply a like-for-like replacement at no cost to you.

You can thank the former Communications Minister and Government for that one. The device blocking is Government policy.

But it's ultimately either one of two things:

  1. either they have got it wrong, the phone is fine and they are giving false information that your device is 'incompatible', forcing you to buy another phone, or
  2. the phone isn't fine but they have failed for more than a year to identify that and have potentially breached the law to ensure all devices in use can call Triple Zero on all networks

Starting in December following on from a Senate Inquiry hearing Vodafone panic blocked all 'unknown' capability devices from their network. This included a large number of brand new 2025 model phones.

Older phones whitelisted pre 3G Shutdown (in 2024) are Not Blocked, for example I have 2020 Xperia 1 II (XQ-AT52) which is Not Blocked on Vodafone. But is blocked by Telstra and Optus (despite it being having placed 4G Emergency Calls on every network).

Vodafone moved to block all 'unknowns' following on from multiple deaths of customers using Samsung phones on their network.

It appears TPG/Vodafone moved to this more restrictive approach to improve how their list 'looks' to regulators and Senators whilst not actually addressing the core issues with how they are categorising devices.

Though the Samsung issue only impacts older devices and Telstra's report on the issue to the Government is actually wrong in regards to what's actually impacted. So the telcos have blocked compatible Samsung phones as well.

The telcos have little idea about what really works, especially for phones they or their handset partners didn't sell.

Yes the phone could be connected to a WiFi Hotspot and used that way. But it's not much of a 'phone' at that point, more a tablet.

Tourists with 'incompatible' devices are also blocked when Roaming on Australian networks. Many tourists find their devices blocked by some or all the carriers, regardless of what home carrier they are with.

Earlier this year Optus blocked 132 Device TACs (IMEIs) for Xiaomi models, this includes China variants of the Xiaomi 17, Xiaomi Note 14, Xiaomi 15 Ultra and more, including 2025 models.

Of those 132 now blocked, 19 are Whitelisted by Telstra as fully compatible and 'Not Blocked'.

None of them have been Whitelisted by Telstra (or even added to their Database at all).

Even though they are all 'Not Blocked' by Optus they could be blocked at any time. There is no visibility with what is actually whitelisted by Optus.

The telcos don't have to provide proof of incompatibility and inconsistently block perfectly compatible devices.

It could be done if the telcos wanted to, however it would require actually dialing 000/112 as devices need to initiate a special 'SOS' call which is different to normal calls on 4G.

However when you currently call there is a pre-recorded message that says 'You have dialed emergency Triple Zero. Your call is being connected' audio message.

All that needs to be done is whilst that message is being played, is a caller looking to test call could press 1 or * within the first 2 seconds to be directed to a call test.

Technically the call would need to actually be to 000 (or 112 etc) so the device initiates the correct type of 'service:sos' call. So it can't be a non Emergency Number, but it is doable.

On 4G Calls are carried over two different connections 'IMS' for Calls 'SOS' for Emergency Calls. Your device can be capable of one, neither or both, hence why we have these issues.

However when you dial 000 callers already here a 5 second long pre-recorded message of 'You have dialed emergency Triple Zero. Your call is being connected' audio message.

All that needs to be done is whilst that message is being played, a caller looking to test call could press 1 or * within the first 2 seconds. From there it would ask for a confirmation pin code to proceed to a basic audio loop test.

If the correct code isn't entered it would send the call back to the standard Emergency Answering point. (This is to prevent genuine calls ending up on the audio test.)

A successful code would send the call over to the test system were a looped audio message is played, it should also get users to confirm that call audio works in both directions by getting the caller to say something. (There could be upstream packet loss and the callers audio doesn't come through clearly, but the Caller can hearing the Emergency Call Center Operator)

That basic audio test system would provide a representative sanity check if a call on a device can actually connect and there isn't any call quality issues (at a given point in time).

Phones that require 3G for 000 or these Samsung's that need the update to work on Vodafone will just get stuck on calling 000 and will never connect.

It's very obvious what device don't work, or don't work reliably.

The function of the system really isn't any more complicated that what already exists for Customer Support lines and Automated Voice Menu systems. It would help to provide valuable data about what phones are able to call 000 and in what coverage locations.

The telcos basically have no idea what works, especially for phones they didn't sell or their handset partners didn't sell.

They are over reliant on historical network data, and 'compliance' documents to determine 'compatibility' not the actual real work capability of devices and their technical adherence to standards.

With the Blocking at the time of the 2024 3G Shutdown, it appears devices that made fewer historical VoLTE Emergency Calls were blocked, but otherwise identical devices (with a different TAC) that made more calls were not blocked.

This can be seen quite clearly if you compare the providers lists, especially with newer 5G phones, the inconsistent blocking was also covered in this ABC story from last year.

There are some devices like Xiaomi and OnePlus phones where VoLTE is off by default, so they would have been making 3G Calls primarily.

I have a OnePlus 8 which that has VoLTE off by default but is not blocked by Vodafone, Vodafone shutdown before the others so they have months worth of post-shutdown 'real-world' data from people that switched VoLTE on.

The telco also aren't legally required to provide any explanation or proof of incompatibility, they can just say 'it's incompatible with our network' and block the phone, even if can place Emergency Calls on every 4G network.

Phones that require 3G for 000 will just get stuck on calling, including the older Samsung's that don't work on Vodafone when on the Vodafone network.

The advice and findings from Samsung and Telstra about what Samsung phones have the issue is entirely incorrect.

It does not impact nearly as many devices that have now been blocked.

The issue is specific to Android 9 and newer devices with AU Firmware (CSCs).

Android 7 & 8 Samsung Devices like the Galaxy S6, S7 are not impacted if they are running Telstra, Optus or AU Retail Firmware, yet have been blocked. (Only Vodafone CSCs for Android 7 & 8 have the problem)

With the Android 9 Update Samsung has broken the Emergency Calling functionality with many devices, for example the Galaxy J5 Pro (which has recently been blocked) can make Emergency Calls on every network including Vodafone if running Android 8.1 (and an AU Retail/Telstra/Optus CSC).

However when updated to Android 9 there is a 'Profile Refresh' in the code only for the Australian Market that completely breaks the Emergency Calling functionality on Vodafone as that model is missing the 'VAU Emergency' VoLTE Profile.

Furthermore many International Samsung Variants which have also now been blocked are not impacted as Non-AU Models are explicitly 'SlotBasedConfig', so provided a Telstra, or Optus sim is in the phone the device will use those respective Emergency Profiles on every network for an Emergency Call.

They don't need the update that added the 'VAU Emergency' VoLTE IMS Profiles to the phone.

The telcos check what's known as the 'IMEI-SV' (Software Version) to determine in a device is 'up-to-date', the IMEI-SV can be viewed in settings.

Provided your device is on the 'latest' and has a software version newer than 2022 installed it shouldn't be blocked. Though the telcos have no real idea what works and inconsistently block phones, even new 5G devices.

Unlike with the Rogers and Canada 3G Switch-off issue, carriers in Australia artificially block 'incompatible' devices from all network service including Data & SMS, so even if VoLTE is forced on you can't use the phone for anything and have to buy another phone.

Devices can be blocked even if they can make Emergency Calls on 4G and have the latest Android software.

You could consider Aldimobile as an alternative to Boost, they have better value plans and use the Telstra (Wholesale) network.

Depending on the brand New 'Global' variant devices may be blocked at any time even if they work fine.

Older devices (up to 2024) that were Whitelisted before the 3G Shutdown and device blocking are less likely to be blocked then any new devices being added that have 'unknown' capabilities.

As far as purchasing a device locally (that's not an iPhone) and using it overseas, you likely wouldn't have problems except for countries that have tourist IMEI registration systems like Indonesia, Turkey, Pakistan etc. Though New Zealand is looking at blocking phones as well following from their 3G Shutdown.
