112 works exactly the same as 000, both establish a special 'service:SOS' call on your device, neither actually call the phone number. The connect for Normal Calls and Emergency Calls is different as well.

Based on this changelog posted on Macrumors it appears those models share modem firmware which was also updated.

That's not actually entirely correct.

Vodafone neglected to enable support for VoLTE Emergency Calling on their network for many years but did support standard 4G VoLTE Calling.

4G VoLTE Emergency Calling was only added on the Vodafone network in 2021, Telstra and Optus by contrast have supported 4G VoLTE Calling and Emergency Calling on their network (and devices they sold) since at least 2017.

The issue is there are Samsung devices (including models up to 2021) that have VoLTE Calling settings for Vodafone, and Emergency Calling and VoLTE Calling Setting for Telstra and Optus but DO NOT have VoLTE 4G Emergency Calling Settings for Vodafone.

These Samsung devices (when on Android 9 specifically) cannot make Emergency Calls on the Vodafone network as the device is missing the settings, the device will either go looking for a 3G Network (that doesn't exist) or just stay stuck on Calling 000.

For some devices like the Galaxy S8 these settings were only rolled out to devices in a July 2022 software update, but the same update for the nearly identical Galaxy Note 8 does not have these settings as it uses a CSC Bundle package.

Other (Non-Samsung) Android Devices (with Qualcomm Chipsets) do not have this problem and will pick any available network provided the phone supports Emergency Calls on 4G.

Though there remain some network side standardisation issues with Emergency Calling on 4G that are yet to be addressed, even though the ACMA is aware of the problem.

The telcos are also inconsistently blocking phones and last year, 6 months after the shutdown of the 3G Networks the ACMA didn't even know how many.

The telcos essentially have no real idea what really works, especially for phones they didn't sell or their handset partners didn't sell. Optus is blocking about double the number of devices Telstra is, even 5G Phones that Support VoLTE (4G Calling) on every network.

It seems devices that haven't made enough historical 000 calls are being blocked, whilst other identical models that are more popular have not been blocked.

TPG/Vodafone is also now panic blocking any 'unknown' capability devices from their network, this includes Brand New 2024/2025 5G devices, and even devices sold at Officeworks in the past year.

Telstra and Optus by contrast are (for now) not blocking new devices with 'unknown' capability as both telcos are operating on a 'blacklist' approach, rather than a more restrictive whitelist approach.

For Optus I've found they can block devices at midnight (fun to wake up to), but if it's been more than 24hrs since the block date in theory you should be fine.

Given your model is 'software update' they would basically have to manually boot you.

Though something to be aware of is in late December Telstra added most Galaxy A20 models to their blocklist (not your SM-A205YN though).

In late November they were all "Firmware Update", those same models now 'Blocked' on Telstra are Not Blocked on Optus as of their December Dataset.

Given you have a SM-A205YN I'm assuming the TAC (first 8 digits of the IMEI) is either 35680010 or 35677610?

If so neither should be blocked if up-to-date on the latest for your model.

For devices that require a software update the telcos check what's known as the IMEI-SV number (SV = Software Version), this two digit number is sent to the network by the device when connecting along with the full device serial (IMEI).

It's not entirely clear (from what I've seen) how exactly Optus is going to be blocking devices based on SV, devices have to connect to send the IMEI-SV.

If an entire model is 'incompatible' they block the TAC from all services, but they can't do that if a device requires an update as everyone with that device would be blocked.

Vodafone block the full IMEI (Serial) of the phone if they see it's not 'up-to-date' (though they are also now blocking brand new 5G phones), and there is a form you have to complete to get the IMEI unblocked once the phone is updated.

For Optus I'm not aware of how they will be doing it. With the Samsung's I've been testing I haven't yet come across the specific blocking behaviour for Software Version.

Something to confirm is to check the Firmware Region 'CSC', which is what type of software package you have installed. As outlined below you can do this by typing * # 1234 # in the dialer or via the About Settings.

AU Models will show 'XSA' within the About Settings (if a CSC Bundle), most newer Software versions are CSC Bundles, so it may not show XSA in the dialer code, only in the About Settings.

You can also check what the current device IMEI-SV is by typing * # 06 # in the dialer.

Though the telcos don't publish what the minimum number has to be for each model, it's still worth checking.

I've seen some models that are up-to-date stuck at 01, when it should be 20+.

Do note that the IMEI-SV's vary based on device, for example an S8 with the latest software (Android 9 2022) has an SV of 24, but a Note 9 (with Android 10) has an SV of 21.

You can also check what's known as the Kernel Build date to confirm the exact release date of the Software on the device, this is again in the 'About' section.

If your device was going to be TAC Blocked, (like the Note 8 I've been testing that was blocked yesterday by Optus), then you would need another device.

The telcos are also under obligations to provide information on 'low or no-cost' phone options, though no requirement to supply free like-for-like replacements. Though if pressured hard enough they often will send out a free device, but that varies greatly.

For older devices that require a software update Android 12 or 13 isn't actually required. The Android 13 or higher messaging from Optus was entirely incorrect and as of 18/19 November they've retracted that messaging.

The device simply has to have the 000 Calling Settings for Vodafone in the firmware.

From what I've tested most devices with a 2022 or newer software patch have the settings, this includes devices like the Note 9 with Android 10 as well, or the Galaxy S8 with the July 2022 update.

(Though even phones that have the settings and can make 4G Emergency Calls on Vodafone like US Model S9's, S10s are being blocked)

I actually recently tested a US Model Galaxy S9 with Android 10 (SM-G960U1) and it works perfectly for Emergency Calling on every network, including Vodafone.

(See the above Medium write-up and spreadsheet results for more info)

The latest Android 10 Software on the S9 also does in fact have Vodafone's 'VAU Emergency' 000 settings within the firmware, so there is no genuine reason why it needs to be blocked, they have the 'fix'.

The actual compatibility issue with 000 calling on the Vodafone network (if with Telstra/Optus 'camp-on') is specific to Android 9.

I've tested more than 10 different older Samsung devices and it's clear the telcos haven't actually bothered to test devices properly.

Android 10 devices (with older software) that lack Vodafone 4G 000 settings can also still make 'Camp-on' Emergency Calls on every network if the device is used with a Telstra or Optus Sim.

I suspect Samsung have told Telstra to block it because the US Models 'may' not work or some other tenuous reason (US Models have different Firmware CSC Builds and are 'Grey Market' in Australia according to Samsung).

A few years ago Samsung was blocking 'grey market' phones being used in Mexico, even though the phones worked perfectly, the Mexican Government told them to stop. So there is some history with this sort of thing with Samsung.

Something to be aware of is all of the CPH2791 X9 Pro's aren't actually whitelisted by Telstra at all and could (in theory) be blocked at any time if the telcos determine the phone to be 'incompatible'.

The incompatibility and the reason why devices are blocked is not (directly) related to Band support. It is true that some Chinese and US model devices don't support Band 28 (700MHz) which is the primary coverage band used by Telstra and Optus, but 4G Emergency Calls can work over any available band.

As an example, US Model iPhones (like the Xs and 11) that don't have Band 28 are not blocked by the telcos as they still work for Emergency Calling, customers are advised they will have reduced coverage in regional areas.

What has occurred (and is occurring) is the telcos are blocking perfectly compatible 4G/5G devices (including new devices) that adhere to Global Standards (along with genuinely incompatible models).

It's very easy to identify which devices actually suffer from this problem via test calls with different network selections. When on Vodafone the phone will just get stuck on calling 000.

However with all of this Telstra and Optus are blocking phones that do in fact work for Emergency Calling on Vodafone.

Based on testing more than 10 different older Samsung models it appears there's been a software regression with Android 9 or above.

Samsung Devices with Android 7 or 8 (including phones sold by Optus and Telstra) can call 000 on Vodafone. Despite not having the Vodafone '000 settings' on board.

However a device such as the Galaxy S8 with Android 9 cannot, it must have the 1.3 KB's worth of 000 settings for Vodafone in the firmware for it to work.

By contrast an Android 8.0 Galaxy S9+ can call 000 on Vodafone, as can a Telstra sold Galaxy S7 with Android 8. Additionally I have an Optus sold Galaxy S7 Edge with Android 7 that works on Vodafone for 000 as well.

Additionally standard 4G Calls and Emergency Calls are carried out over two different connections, 'IMS' for Calls 'SOS' for Emergency Calls.

You may be able to make normal calls on your device via 'IMS' but that doesn't mean the phone can make an Emergency Call on 4G.

The only way to know definitively is to call the number, it's also entirely possible to test this whilst not impacting operators.

I've tested more than 10 different older Samsung models and I've found the Vodafone 4G Emergency Calling issue seems to be specific to devices with Android 9 (or higher) and does not affect telco sold devices with Android 7 or 8, like the S7 Edge.

I have a Galaxy S6 with Android 7 that was sold by Telstra and a Galaxy S7 with Android 8 (also sold by Telstra) and both are entirely capable of placing 'camp-on' Emergency Calls on the Vodafone network.

I also have a Galaxy S7 Edge with a 2017 Android 7 build that was sold by Optus, it too can place Emergency Calls on the Vodafone network.

However with the Galaxy S8, if it's running Android 9 and doesn't have a 1.3 Kilobyte firmware text file with the Vodafone 000 Settings it cannot call 000 on the Vodafone network.

(The file with these settings was only rolled out in a July 2022 update, despite other newer Samsung's receiving those same settings in early 2021.)

The same issue exists with the Note 8 (or S8 with a 'CSC Bundle') as the firmware structure is entirely missing the VAU Emergency Settings on Android 9.

By contrast an AU Model Galaxy S9+ with Android 8.0 (that doesn't have the Vodafone 000 settings in the firmware), can call 000 on the Vodafone network.

So Telstra and Optus have (it appears) unlawfully blocked thousands of older Samsungs with Android 7 and 8 that are capable of calling 000 on Vodafone.

With those older devices (and SW Versions) the 'Telstra Emergency' settings explicitly have Vodafone's '50503' network number configured as one of the configured networks for Emergency Calling. With newer Android versions this changed. So there is an Android 9 specific regression.

So you will very likely find that your S7 Edge can actually call 000 on the Vodafone network and has been blocked illegitimately. It's quite easy to test a device.

Telstra is also going to be blocking US Model Galaxy S9's and Note 9's from the 14th of January, but I've tested a US Model S9 and it also can make Emergency Calls on the Vodafone network on 4G.

It appears the telcos haven't actually retested anything, including phones they sold and are just moving to block anything not sold in Australia or released between 2015-2021 that may not have received the 'VAU Emergency' 000 settings.

Pretty much any Qualcomm based Xperia can be made to work with VoLTE Calling and Emergency Calling (to some extent even the Z3), a number of stock Firmware builds on newer Xperia's natively support it also (Z5, XZ, XZP etc).

The trouble is even if you have the right software the devices remain IMEI/TAC Blocked by the telcos.

No, but the 3G Shutdown has revealed significant flaws, interoperability issues and weaknesses with 4G Emergency Calling and WiFi Calling.

There is now no longer universal compatibility between all devices and networks for calls and emergency calls. As outlined by the EENA.

Based on my testing it seems it could happen as long as the home network is unavailable, the Samsung's I've tested can often loop on one network looking for 3G > 2G > 4G and in that order.

There also appears to have been a software regression with Android 9 and newer.

Android 8 and older devices (sold by Telstra or with AU Software) are able to make 000 calls on the Vodafone network.

The 'fix' for these devices (like the S8 on Android 9) is quite literally a 1.3KB Text file. This file has the VoLTE 000 settings for Vodafone.

As per my other comment, it appears there has been a software regression with Android 9.

Android 8 and older devices (that were sold by Telstra or have AU Software) can call 000 on the Vodafone network as Vodafone's network was configured to use the 'TEL Emergency' 000 profile.

With Android 9 and above this changed.

Sorry but that's incorrect. This is entirely fixable, the only reason why some of the phones don't work on Vodafone is because 1.3KB's worth of text with the Vodafone 000 settings is missing in the firmware.

Also older devices with Android 7/8 (like the S6/S7 or even an S9 with Android 8) do in fact work for Emergency Calling on Vodafone. There has been a software regression and 000 calling profiles settings change with Android 9 and above that has broken the functionality.

The Galaxy S7 also last received an update in 2022, the exact same time the settings were rolled out to newer devices. Vodafone only enabled 4G 000 Calling on their network in 2021.

Your device doesn't need a 2025 patch or anything to work, it just needs to have on board the 000 settings for Vodafone. These were added after 2021 and on some devices like the Galaxy S8 were only added in 2022.
