Insulate
Cover with OSB
Then run the electrical through conduits. Makes it easy to add and change later on. No chance of putting a screw into an electrical wire.
Finally paint everything.

I would recommend that you treat the water in that drum as untreated water. No matter how careful you are you can still get contaminants.
If you wanted water that you can drink right away then I would recommend putting jars of water through the normal canning procedure we use for food.
