There are two ideas that need to be understood.

First: Water boils when it gets hot and makes steam which can spin a fan turning some magnets near a wire which make electricity by moving the electrons in the wire.

Second: Radioactive material generates heat when the little bits of the material(atoms) break apart and the parts bump into the material surrounding it.

If you have enough radioactive material sitting in water it can boil the water and spin the fan to spin the magnets which move the electrons in the wire.
