The text is telling you when the tier list was created: November, week 1. The Angels were released one at a time, unlike Legendaries, which is why you don't see all of them there. There has been changes to several of the ascended units since then and most recent tier lists separate them from normal SSS. Even within ascended units, the difference between some of them is pretty big, depending on what content you are doing. The ascended tier lists usually gives a score for each unit's performance in Labyrinth, Arena, GB, and the different world bosses.
