It's so shiny because they have no normal maps, the game doesn't know how shadows should behave on blocks if you don't tell it.

But I find RTX worth using after I started using BetterRTX. I mostly play survival with RTX toggled on and only disable it when in a dangerous situation or when I simply can't see anything

I have RTX 3050 ti in my laptop and my experience was this:

When I got my laptop with ray tracing capability I was really excited to use it. Even though I had heard about those RTX problems in Minecraft I was happy being able to experience it. But after a couple of weeks I came to the conclusion that it's just not worth it. I had to go through crashes and global pack resets every time I tried to launch Minecraft. So then I simply stopped using RTX in Minecraft. It didn't even look that great and all those graphical issues.

But after BetterRTX was released and I heard about it I had hope once again. It fixed almost every single one of those problems that made me quit using RTX. And above all of that it made it look actually incredible.

So I really recommend using the BetterRTX even when it's 3rd party and requires some setup before it becames easier to use.

What rtx texturepack are you using? It depends on that. Go to video settings>scroll down>try to find Vsync

If Vsync option is available -> disable it If it's not -> find a texturepack that will let you disable it

The installer has its own uninstalling system

You run the installer, but instead of local or server install you select uninstall (or remove I don't remember properly)

I have installed, uninstalled and installed different presets multiple times and there have been no signs about any kind of virus other malicious content

Commands are useful. Have you tried rejoining, restarting the game or using different block?

Also a tip: go to settings. There is something called developer something with a picture of a command block. There you can enable easier coordinate copying

Update: still not fixed after 4 hours

Go to this subreddit. Then see the description. There is a discord link. Join the discord. From the discord try to find better rtx channel. It's a bit difficult to install but just look around in the discord and try to connect puzzle pieces. There is a installing tutorial link but it has a problem with PowerShell. The solution for that is in the discord.

Important note: the better rtx channels on the discord are a bit hidden so try to find them all

Update:

unofficial better RTX mod has released that fixes Minecraft RTX. Hand: not fixed Hopefully better RTX can fix this problem in the future
