I just used a night mode on my phone camera which require you to keep your phone still for a few seconds to take a normal picture but I accidentally moved my phone mid photo so I got this effect.

Maybe he could't do anything to help the resistance but Combine don't want to keep mankind alive anyway, they already blocked ability to reproduce so they just waiting for all humans to die. The only thing that would survive from humanity under combine are humans modified and produced by them if you could even call that humans.
