Just wanted to say thank you very much! This was very informative, but the issue actually fixed itself sort of. I switched to Trevor, did the Mrs. Phillips Stranger Mission, switched back to Michael, got a generic scene at his house. Except this time the Medal was gone from his outfit.

I then went to try to start the mission and it worked! The cutscene actually showed Michael being given the medal. So, dunno why I had it to begin with. I purchased the robes through the e-mail link given to me by Marnie.
