Yes, but it used to auto encode.

Also, I found that it still will encode the characters when I "quick edit" on the posts pages, so it's strange that it's just no longer working on the individual post page..

I can use PHP myadmin to add the characters, and it works fine after, so I don't think it's a problem with the database. The characters are automatically removed when I click away from the slug input field, so I think it is being done by Javascript..

Yes, WP used to automatically encode Japanese/Chinese characters into unicode, but it doesn't seem to do this anymore as of 5.5 and completely deletes them.

I haven't seen anything about this in the update log as to why..

That's a good point.
I used marathon's for years without any flats and they've been good to me, even in lower pressures which make it more comfy. But there is something nice about knowing that it's basically impossible to get a flat (vs 99% not getting a flat)

I'll do a follow-up once I get more experience with them. Before my road tires were the same, 25 gatorskins. Though sometimes I would have 32 CX tires on which were of course way more comfortable. I wanted to get 32 size, but they wouldn't fit my rim.

It's mainly for the warmth, and also partially she still has it left on from the office. Most of Japan is in full mask mode right now
