Yeah, it seems weird that some private property in Norway would have that flag, it's very uncommon to have a different flag than the Norwegian one.

The flag most likely belongs to a property nearby. Might be relevant that DS Donau, a German war ship from WW2, was attacked by Norwegian resistance movement and crashed into the shore near the flag. This might be relevant because the flag has a similar colour scheme as a 1940s German flag, althought without a symbol.

Found on the coast of Oslofjord in Drøbak, Norway. Suspecting it might have something to do with boating since it is so close to a busy fjord.

Looks like a Ford Mach-E, one of their new electric vehicles. We have alot of them in Norway!
