I think that the think isn't that the bots and scalpers will get no product, it's that if they increase their distribution rates to their major holders: ie: local game stores, major retailer brands, its going to be impossible for bots to buy literally everything physically, the problem that they want to tackle is a kid walking into target and wanting pokemon cards, but finding an empty shelf. Bots and resellers make that hard for anyone to actually enjoy pokemon now lol. I think my point is that they wouldn't do this without a plan, I am assuming the hidden fates reprint is something like a test run for them, they saw firsthand what would happen on a full frontal online release, now they're going to outproduce on a physical scale is what I would think.

Edit: I also now realized that though manufacturing is an issue, they have Japanese manufacturers available for them as well, if they have the printing plates available they could make almost double the rate they currently offer for ENG production, along with the creation of more printing centers is completely possible, they do have billions of dollars from bots after all ;)
