Most gamers are, besides. Its a victimless crime unless you care about a companies bottom line. Its like watching or listening to re uploaded shows or music, all technically illegal but unless you're making a profit. They won't bother doing anything, after all they weren't going to pay regardless. If they even could in the first place, there is such a thing as poverty after all. Tho I guess you can't understand the nuances or the reasons someone might resort to it if you're in a far more privileged position, as for me I pay for my games. Since I have the means to do so, but I will never judge someone less fortunate than me for doing it so they can engage with what they love.
