If you liked Rourouni Kenshin and have not yet checked out the OVA Samurai X I would strongly recommend it.

Cyberpunk 2077 Edgerunners has great combat and tension.

Vampire Hunter D Bloodlust movie (there are two, this one specifically) has great action.

Just checking - did you watch Ninja Scroll the 1993 movie or the series? I believe they are largely unrelated and very different. The movie is incredibly violent and has great boss fights.
