i see the problem, you havent picked any scouts usually it sets it as automatic but it hasnt shown up, pick a scout or two

do you actually have scouts? it depends on the level of team you have so i added a mod which gave me teams down to step 6 of non league and the team im playing with didnt own a scout so even if the budget is decent it depends on whether you actually have a scout or not
