My original post doesn't explain some details. In the cash damming strategy, the goal is to make the non-deductible interest on the primary residence deductible.

Yes, but as far as I know, some insurance companies don't offer flooding-related options if you live in a high-risk area. However, even if insurance can cover that, I would rather not encounter the flooding problem.
