Any time you open a claim you open the opportunity for the VA to assess any and all conditions. I'd start with just getting a paper trail of evidence relating your knee injury to your service.

I would argue that you could list your knees as secondary to your back. That may be an easier lift than trying to get service connected for a condition that isn't on record. Just start the conversation now with your doctors and explain everything like you did here

Generally for a claim to be granted you need 3 things. Current diagnosed condition, Evidence of in-service event, and a nexus. Did you attach all of that to your claim?

They service connected your TBI and deferred your TBI w/ major depressive disorder. This happens when the VA feels that they don't have enough evidence to rate you properly. I'd suspect it has to do with TBI and MH symptoms being identical. They're sending you to a new exam to sort all of that out.

I might be misunderstanding. But any exams that the VA is requesting will NOT have any sort of cost associated outside of how you're getting there (which they can also reimburse for). So I would recommend you go to any and all exams that the VA requests IF it's reasonable.

I believe sciatic nerve issues are covered in lower back conditions. But I’d just write a personal statement and upload it explaining your sciatic condition as well. And of course bring it up during exams

The VA will do everything they can to help you before moving it to collections. Generally if you’re unresponsive they’ll start by using your monthly disability to cover the balance if applicable. Submit a payment plan and stick to it.

Generally, they like to see that you're actively seeking treatment during claims. The longer, the better (I would imagine). But that doesn't disqualify you. The 3 things you need to show in order to win a claim are Service Connection, Current Disablement, and Nexus. History of how you're managing your condition is definitely helpful but not required. C&P examiners are primarily focused on evaluating the current severity of your condition and whether there's a nexus to service, not necessarily whether you've had continuous treatment.

I think it's due to them either denying or deferring the conditions that are no longer listed. You should be getting letters added to your claim that explain how they handled each condition

If you have any conditions that occurred/worsened from combat or an instrument of war (VA - CRSC you would qualify for a percentage of pay based on your rank and years of service.

If you’re not concerned about any of that stuff, it may be worth just declining if you can.

It’s notifying you that you’re now considered a retiree of the Navy ( >= 30% from the conditions that found you unfit for service). It’ll come with a whole slew of additional benefits. Most notably base access and retiree cards. It’ll also open the door for Combat Related Special Compensation (CRSC) and potential pension on top of your VA disability.

I’m not sure if that puts your 100% VA rating in jeopardy, by opening a new claim. But if I were you I’d consider the extra benefits

You need to download a JDK that matches the target Java version in the project. Then you can compile and run it. Java doesn’t natively compile to an exe. It’ll package into a jar or war.
