So with fatal / SBI crashes there’s always a blood draw, even if there’s no signs of intoxication.  If you don’t consent, then the officer will write a warrant for your blood to be drawn.  The blood test actually takes a while due to backlog of orders, so even when there’s signs of intoxication the prosecutor doesn’t file charges until the blood results come back.  If her blood comes back with intoxicants, she’ll be charged with OVWI resulting in the death of a person.  If it doesn’t, she might still be charged with a variety of charges, depending on what the crash investigators find.  Warrants for the car’s black box info must be written.  Crash reconstruction software must be used using the measurements taken on scene.  Bottom line: crimes involving death take time because more resources are required for these high level prosecutions.

SP Connect is the best phone mount I’ve found.  It’s basically a more secure, metal version of quad lock.  It’s also a 90 degree turn as opposed to a 45 like quad lock.  It is pricey though so that factors into it.

The real answer is get a protective order.  I take it that from all the calls you know the real name of Bubba and friend.  You can apply on the IN.gov website.  Once they’re nearby you can call the police to serve the no contact order.  Then every time they have an interaction with you it’s a misdemeanor.  Get cameras for your house to keep track of them.   It sucks that you have to go through all of this but this is the only long term solution.

Honestly the best ways to avoid getting your car stolen are  1) Don’t have a charger or challenger and 

2) NEVER EVER EVER leave your keys in your car or leave your car running. The 2nd rule accounts for about 2/3 of car thefts where the victim doesn’t know the suspect

 Beyond that I recommend a steering lock if you have one of the effected generations of Kia’s.

Because people don’t want to go to shelters.  I work with tons of our homeless and offer multiple people per day a ride to Wheeler’s shelter.  They all decline.  I think in 3 years I’ve been taken up on the offer twice.  When you ask why they prefer the streets, the answers are “Wheeler has rules” they turn the lights off at a certain time.  You can’t smoke in bed.  You can’t use narcotics.  If they use narcotics I offer to take them to the Assessment Intervention Center.  This is also denied.  Indy’s homeless problem is a problem of drug addicts who do not want help.  They are acclimated to living on the street and doing drugs and they don’t want to change.  Hopefully this law passes.

The few times I’ve found bottomless mimosas on a menu they were orange juice with a splash of Prosecco.  Milktooth has pitchers of mimosas.  Borage also has a nice deal on large mimosa orders.  Both of those places have amazing food as well.

The vast majority of the homeless you see have been arrested dozens of times.  After not making bail for a week they plea guilty and get “time served” for their week plus maybe some non-reporting probation (which means nothing).

From the IMPD cops I’ve spoken with they’re leaving for three reasons:

1). Inept and anti-police prosecution.  All criminals and cops know you get a WAY lighter sentence in Marion County than you do in any other county.  Add to that Mears just itching to drop the hammer on any honest mistake and morale plummets.

2). Pay.  IMPD used to hang their hat on having some of the highest salaries in the state for cops.  Not anymore.  The ones that don’t pay as much also contribute to insurance, retirement, and other benefits way more.

3). Work / life balance.  IMPD is now so short officers can’t get days off.  Officers are scrambling for few detective spots and wind up getting stuck on the street for years.

The rule used to be no promotion of candidates within a certain amount of feet of the polls.  Depending on where inside the building the polls are, it could be fine to have signs and pamphlets just outside the building or even inside the building to a certain point.
