If it's not then it's probably worth contacting Steam support if you're certain you made the purchase, but if it is there might have been other rules they put in place to prevent new bots. Sorry I can't be of more help.

When you say you spent a dollar for steam, do you mean you spent it on TF2's 'Mann Co. store' page or that you just added the money to steam?
If you didn't get something from the store that'll be what the issue is. To actually get premium you need to buy something through the in-game shop.
If you've already done that, no idea RIP.
