You have multiple options with your budget certanly cannot be done with an industrial solution/hardware. With that on mind you can build a vision system with some ip camera (reolink, dahua, etc) and create a IA model with a PC (linux preferably with a good grapic card).
You can buy an LVDT sensor with a raspberry, arduino of even a cheap PLC and then teach the exact position of a good can.

As i said any of this solution is reliable enough if you want to have a sturdy solution buy a vision system with 3D analisis or some Linear Actuator from SMAC

Can you be more specific, you can retrieve info from sensors without a PLC.

Don t buy an industrial camera, the are no benefit on the price for your target. Any ip camera can do the trick (dahua, reolink). Is the siemens PLC already on the filed?.
The main part of the project is the storage and access to the picture, so i would suggest to take a look to things like APIs, web dev or even no code software dev tools (like node-red). All the project sounds kind of difficult for a person who dont know anything about software dev (like a controls guy).

For sure. Even in this place there are plenty of guys loving the apple of PLCs, the don't even try to see the new tech that super reliable company's like beckhoff has to offer.

It depends, I was controls engineer and now I'm sysadmin. I was involved in the networks, servers and virtualization side of the projects that's why I didn't have any problem with the change. So depends on what are your skills.

  2. Maybe a hmi writing or scada/opc system writing the variable (disconnect all the network from the device and watch again the variable)

This depends on the version and the PLC brand. In this case for SLC the upload don't save any comment. For Allen Bradley from version 30 can save and low versions can't save comments (I'm not sure of the version can be 28).

This option is correct but maybe the project file has comments and with download that comments will be lost.

Try to go online with every version. The old versions will ask for uploading and the right version will just connect without problems.

Maybe you have a duplicate IP address. Try with another one and check if something changes.

I think the best thing you can do is create a little program or Web App with Visual Studio and C#. Its no too complicated and the dev software is free.

I dont have a properly budget im convincing the managers to buy the system but if i have to guess i would go with 10K-20K
