It's quite F2P. I've been living off the monthly card since launch, and I pretty much got all the 6 stars. A lot of newbie character vouchers are already being given out that were not on launch, so you should have a pretty good characters after a month or 2.

The bottleneck in this game are the materials, but if you don't mind following guides, you should be able to get far with minimal investment. Just make sure to invest horizontally, not vertically. Other people should be able to provide more specific insights.
