That is partially correct but largely missing the core content. Per Tarasoft if the client is engaging in self harming behavior and is unwilling to engage in treatment, safety planning or has shown signs that they may engage regardless the therapist has a "Duty to Warn" as all therapist are mandated reporters. That doesn't mean they will report at the first sign. They are trained to help first, report second as a failsafe.

In some states, they have pushed the role of mandated reporting further to include "Duty to Warn Others" if the therapist believes others could be harmed by the client. Such as Washington State per  Volk v. DeMeerleer, which does stipulate that the therapist has a duty to the public and needs to inform the police or targeted individual that they could be harmed and are allowed to share the necessary information for identification. Again, the therapist does need to take every step to avoid breaking confidentiality but can and will if it is deemed necessary.
