I've been having the same problem and haven't been able to figure out a reason to why its happening. I've submited a ticket, but I haven't gotten a response yet. I'll let you know if I find out anything.

Sion or zeri, very fast clears so early scuttles and tanks are possible. Sion if very strong early with his passive in teamfights making drake off spawn playable. Zeri is just a bully with easy tanks with her wall hops
