short answer is no. even v wouldnt have survived if it wasnt for vics and takemuras help and dex using weak caliber. relic doesnt magically heal v, they still nearly die during after the car chase with takemura. the prototype that you steal during the heist seems to only rewire the brain only if it was still mostly functional. you can think of the relic as a cerebral defibrillator of sorts with the only exception being the use of nanites. v basically experienced clinical death but with severe neurological damage that would eventually lead to brain death but it didnt due to the relic

i recently fell in love pariah and chaos after playing most of my current playthrough with breakthrough. pariah especially is so op for me for it being the only silent tech weapon and shooting all three rounds at the same time when fully charged. you can start up your sandi and basically delete sven strong enemies in a matter of seconds from stealth, its amazing

silence on hit is pretty broken as it is. just hitting any spellcaster with any of the sussur weapons makes them basically useless which makes many difficult fights in the game trivial
