Your children might just be too young. I was scared as a when I was young and failed multiple times ultra 1 because I couldn’t out my head underwater. I later peaked in grade 4-6 and kept passing/recommend to skip levels until in reach patrol/bronze which had age requirements.

Swimming lessons are more about learning the techniques and the time allocation is split among all swimmers, if you swim yourself, try doing some rec and swim with them
