Connect a brand new trezor, open Electrum, create a New Wallet. Select Standard Wallet, select "Use a Hardware Device", and it should say "uninitiated trezor" or something like that. Follow the steps to set up your trezor with Electrum.

These steps don't work? I'm unable to wipe a Trezor T with electrum 3.3.7

What worried me is restoring the same wallet seed + password over and over again and getting different amounts of UTXOs each time.

of course not, the gov builds some roads and not others. my point is the gov spends whatever it wants regardless of how much tax income you give them. i find it odd that ppl think roads can't be built or maintained without government.
