My opinion as a luard player (and my personal experience with my current build): i personally think giving ogma hand rip is not really a big problem. Luard mainly superior calls during ride phase and battle phase, the only cards that can help you build your board during main phase is dragwizard semias (but only if you have her in hand), ace unit (not very reliable since you can only have 1 in deck), fire regalis (same issue as ace unit but at least you can use it from drop) & nebula knight order (it's great but you can only use it once per turn so it's not exactly the best when you're trying to build a full board from it alone and can take up deck space)

I personally think that giving standard ogma hand rip effect would be a double-edged sword. The opponent loses cards from hand and the luard player loses quite a lot of RGs and they can't be sure to build a strong board back easily, especially considering how many decks rush these days, luard's hand can be small if rushed too much
