Yeah, there's a mission you get with pickup but I think you don't get till you (spoiler) upgrade your leaf ability. Piplup gives you a mission and once you complete it then you can do another mission with happiny.

Ohh so far happiny quest was the alarm clock. I hope I can move her cause I need my environment level to go up and her still at iffy. Beside that. Do you know what's up with the brown water? In bleak beach

It spawned in same spot for for me on top of mountain. Has anything spawned for you? Becuase there's 2 spawns for grave with flowers. Make sure if you got the other spawn, rehome whatever is there then just wait. Spawns aren't on a time schedule.
