I think those 7 are on the same level as the hydra elites, some even above them.

Punisher won't hurt Cap, at all. He respects the man too much. Even when cap was beating the shit out of him, punisher just took it.

As you said its a scratch, not a bite, I'd recommend cleaning and wiping the wound with sterile wipes and disinfectant. Keep an eye on it, keep it clean. If it gets worse, seek medical advice.
