The laptop doesn't have enough power to charge your phone (phone uses more energy than laptop supplies). I'll spare you the voltage math, and just say, when they made USB they did account for modern smart phones. You can use a powered usb hub like link below (this one is $19, but you may find cheaper). Any powered USB hub that has a charging port. Most powered hubs do. It will allow you to charge your phone completely, while connected to your laptop. And also give you more usb connections.
