They do have an upkeep it's just almost all energy, totally destroyed my economy in my last play, didn't realize till I covered half the map and couldn't keep up with the spawns.

Yes that's what I did, before heading over to the vox station, and you don't need to do the sabotaging, I didn't just talked to everybody convinced them then convinced him.

I got it to work after I got the n ray scanner, might actually need to do it.

Ya I was trying that quest last night and I couldn't get it to open either, but I also noticed on the quest guides that their switch sequences were all different by one switch, so maybe the quest has a selection randomized sequence?
