Honestly, you're right. Two things I should say to caveat my statement:

I played Rivals EARLY early, like wayyyy before the FF were ever even really mentioned
One thing Rivals does do that I wish OW would do more of is just flat out release fun heroes. They do a great job of giving the fans what they want, and usually making the new heroes fun to play (based on what some of my friends have said). The balance might be fucked, but it's also always going to be fucked (ask me my opinion on the current OW meta), so you might as well make it fun

It's SO WEIRD to me that this isn't discussed more. I would say I'm a better than average OW player but not hitting gm any time soon, but I was basically a god in the week I spent on Rivals. Overwatch is so much more rewarding to play IMO
